HRPP Announces New IRB Chair and New Vulnerable Populations Advisor

The Human Research Protection Program (HRPP) is very pleased to announce that Drs. Shalamar Sibley and Jazmin Camchong have accepted the roles of lead IRB chair and IRB vulnerable populations advisor, respectively.

Dr. Sibley brings a wealth of experience to the lead IRB chairship. She has served on the IRB since 2008, most recently as a panel chair and vice chair. She is an associate professor in the Division of Endocrinology and Diabetes at the Medical School and a staff physician in Endocrinology and Metabolism at the VA. In addition, she has over 20 years of experience in endocrinology and obesity medicine research.

In the lead IRB chair role, Dr. Sibley advises the HRPP leadership team on complex IRB matters and provides the perspective of a physician on select Reports of New Information (RNIs). The lead IRB chair also leads the quarterly IRB chair meeting and serves as a representative on the HRPP Committee. Dr. Sibley also chairs bi-weekly IRB meetings.

Serving as the lead IRB chair is a significant commitment of energy, time, and expertise, and we are grateful for Dr. Sibley’s willingness to take on this important role. 

Dr. Camchong has served on the IRB since 2018. She is an assistant professor in the Department of Psychiatry with extensive experience in research, focusing on integrating cognitive training programs with non-invasive brain stimulation techniques such as transcranial direct current stimulation (tDCS) to develop biologically-based interventions for substance use disorder.

As the vulnerable populations advisor, Dr. Camchong provides guidance and expertise regarding human research protections and IRB policies and practices specific to vulnerable populations to IRB members, HRPP and university leadership, the research community, and others. Additionally, the vulnerable populations advisor provides subject matter expertise and ancillary reviews regarding specific research protocols.

We are thankful that Dr. Camchong has agreed to serve in this important role.

We are confident that Drs. Sibley and Camchong will provide excellent leadership to the IRB and HRPP, continuing to help us to ensure that human research is conducted to the highest ethical standard at the University of Minnesota.
