COGR is a national advocacy organization focused on research policy in the areas of research administration and compliance, financial oversight, and intellectual property. Its membership consists of 190 leading researching universities, affiliated medical centers, and independent research institutes.The board is composed of 21 members and meets three times annually with occasional supplemental meetings for special issues.
As COGR's board chair, Webb is responsible for guiding the analysis of complex, critical issues relevant to the research community and helping to inform and promote federal policies that reflect the shared interests of its members and advance research and innovation throughout the US.
