International Traffic in Arms Regulations

The International Traffic in Arms Regulations (ITAR) prohibit the unauthorized export or brokering of defense articles and defense services.

Defense articles are the hardware, software, and related technical data identified on the US Munitions List. For our purposes, defense services generally consist of technical assistance, including training, furnished to non-US persons in connection with defense articles.

The ITAR govern not only exports of items from the US, but also disclosures of controlled software and technical data to non-US persons located in the US. 

The ITAR are administered by the Directorate of Defense Trade Controls, US Department of State, and are found at Title 22, Code of Federal Regulations, Parts 120-130.
