How and When to File a REPA or a ROC
File an end-of-year REPA

University Faculty and staff who meet the criteria for appointee listing are required, at least annually, to complete and submit an end-of-year REPA form for review and approval prior to the announced deadline. The end-of-year REPA filing period occurs in the fall of each calendar year. Click here to learn more about who is required to file. To file an end-of-year REPA please follow the below instructions.

THE REPA form uses a guided process to walk you through the setup, preparation, and submission steps. If you need to report external professional activities and interests or even if you have nothing to report, the form has been streamlined to ask only the questions you need to answer.

  1. Access the REPA form at http://eresearch.umn.edu/REPA/
  2. Log in using your U of M Internet ID and password. If you do not know your U of M Internet ID and/or password please call the OIT Technical Helpline at 612-301-4357 (1-HELP).
  3. Complete each screen that the REPA form displays, clicking on the Next button at the bottom of each screen to continue.
 

File a Request for Consultant or Outside Service Agreement (ROC)

Regents Policies on Outside Consulting and Other Commitments require University Faculty and staff to obtain prior approval by submitting a ROC (Request for Consultant or Outside Service Agreement) form for each external professional activity that the individual anticipates he or she will engage in for more than an average of one day per month in any single term of University appointment.

Some activities represent normal forms of professional activity, and are specified in the Regents Policy on Outside Consulting and Other Commitments as exempted from requiring prior approval.

These exempted activities are:

  • holding office in a scholarly or professional organization;
  • performing duties for an editorial office or for a learned journal;
  • attending professional meetings;
  • writing of books or articles or the creation of works of art;
  • giving of occasional lectures and speeches, participating in colloquia, symposia, site visits, study sections, and similar gatherings; and
  • ad hoc refereeing of manuscripts
To submit a ROC form please follow the below instructions.
  1. Access the ROC form at http://egms.umn.edu
  2. Click the EGMS Forms link
  3. Log in using your U of M Internet ID and password. If you do not know your U of M Internet ID and/or password please call the OIT Technical Helpline at 612-301-4357 (1-HELP).
  4. From the Main Menu click the Make a Request link
  5. Click on the ROC – Request for Consultant or Outside Service Agreement option and then click on the Make Request button
  6. Complete each question and then click on the Submit Request button to submit the request.
Note: The individual preparing the ROC form must indicate the U of M Internet ID of his or her appropriate departmental and collegiate or administrative unit approvers.

 

File a REPA for a previous reporting period

University Faculty and staff who meet the criteria for appointee listing are required, at least annually, to complete and submit an end-of-year REPA form for review and approval prior to the announced deadline. The end-of-year REPA filing period occurs in the fall of each calendar year. In addition, an appointee who has not filed a REPA form for any previous reporting period during which he or she was an active appointee will be asked to file a form for those reporting periods. To file an off-year REPA please follow the below instructions.

  2. Log in using your U of M Internet ID and password. If you do not know your U of M Internet ID and/or password please call the OIT Technical Helpline at 612-301-4357 (1-HELP).
  3. Complete each screen that the REPA form displays, clicking on the Next button at the bottom of each screen to continue.
 

File a REPA to report when substantial changes in business or financial interests occur

The Regents Policy on Conflict of Interest requires that University Faculty and staff who need to report substantial changes in business or financial interests file a new REPA form within 30 days of the time that the change occurs. "Substantial changes" include, but are not limited to, an increase in the value of an existing financial interest to a value that then qualifies it as a significant financial interest.

To submit a new REPA form to report substantial changes in business or financial interests for a previous or upcoming reporting period please follow the below instructions.

  1. Access the REPA form at http://eresearch.umn.edu/REPA/
  2. Log in using your U of M Internet ID and password. If you do not know your U of M Internet ID and/or password please call the OIT Technical Helpline at 612-301-4357 (1-HELP).
  3. Complete each screen that the REPA form displays, clicking on the Next button at the bottom of each screen to continue.
 

File a REPA form when submitting an application for research support or technology transfer, submitting research protocols to the IRB, or receiving financial contributions

The Regents Policy on Conflict of Interest requires that University Faculty and staff disclose his or her business and financial interests when submitting proposals to sponsored projects, when financial contributions are received, and when patenting or licensing a technology. Disclosures of business and financial interests must also be made, in accordance with federal requirements, when submitting an application to the Research Subject Protection Program (RSPP). In all of these instances, the REPA form should be used to report on business and financial interests.

When submitting a proposal for a sponsored project, Principal Investigators, Co-Investigators, and all key personnel must have a current REPA form, submitted within the last 12 months, on file with the University. If the last REPA form was filed over 12 months ago or if the most recently filed REPA does not reflect the appointee’s current external activities and interests, a new form must be submitted to update the previous disclosure.

When submitting an application to the RSPP, Principal Investigators and Co-Investigators must have a current REPA form, submitted within the last 12 months, on file with the University. If the last REPA form was filed over 12 months ago or if the most recently filed REPA does not reflect the appointee’s current external activities and interests, a new form must be submitted to update the previous disclosure.
