1. Universities Must Disclose More Data on Animal-Research Procedures

Animal-research facilities, including those operated by universities, will now be required to publicly disclose more information about experiments involving animals' pain or distress.
The requirement comes out of a court settlement signed Wednesday by the U.S. Department of Agriculture, which oversees such facilities, and the Humane Society of the United States, which had sued the department. The agreement, however, has raised concerns that the information could lead to more violence against scientists by animal-rights extremists.

2. Proposal Routing Form: Gateway to the Proposal Submission Process
An approved proposal routing form (PRF) is the first step to a successful proposal submission. Sponsored Projects Administration (SPA) requires both an approved PRF and the proposal in place to start the review process. SPA uses the PRF to review the proposal fields to guarantee the correct items are in place to submit the proposal.
Upon receipt of the approved PRF and the proposal, SPA will check to ensure that:
- correct signatures have been obtained (based on the college/department policy)
- the proposal agrees with the PRF in terms of space, animals, human subjects, or cost sharing/matching commitments
- the proposal generally conforms to University policies and sponsor requirements
- duration and dollars reflected in proposal match what appears on the PRF
- ICR sharing information is correct
- Fairview Resources, if applicable, are completed
- F&A rate information is accurate

3. Community Consultation and Exception from Informed Consent
The Clinical Research Coordinators' Group meeting on Wednesday, July 15 at 11:30 a.m. - 1:00 p.m. in 5-125 Moos Tower will feature the topic, "Community Consultation and Exception from Informed Consent."
Since 1996, U.S. Federal regulations allow research without informed consent on emergency conditions, if there is currently no satisfactory treatment for the condition, no time to obtain advance consent from the patient or representative, and if there is community involvement through a public disclosure and community consultation process. Interpreting and applying these rules has proven to be a struggle for the entire research community. Dr. Michelle Biros, professor and vice chair of research in the Department of Emergency Medicine, will discuss her experience with and issues around obtaining exception from informed consent and community consultation. This session is open to anyone in the research community.

- The Department of Defense Psychological Health and Traumatic Brain Injury (PH/TBI) Research Program is accepting applications to support basic, applied, translational and clinical research across the spectrum of PH and TBI for the purpose of understanding the etiology of these conditions. The goal of this program is to increase understanding of the etiology of PH problems, TBI, and associated comorbidities in order to arrive at evidence-based best practice solutions.
