1. NIH Policies on Similar or Identical Applications

The NIH has posted a notice regarding its long-standing policies not to review the same or very similar application more than once. "These policies are of particularly timely importance due to the recent large number of applications submitted for FOAs under the Recovery Act, particularly those for RFA-OD-09-003, NIH Challenge Grants in Health and Science Research (RC1), and the potential large number of unfunded applications expected under this and other RFAs." Read the full notice at http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-100.html.

2. Creating PDF Documents for Grants.gov Proposals

Many sponsors require PDF attachments to their Grants.gov proposal packages. There are several programs and online tools that can convert your documents. Grants.gov offers a list of PDF generators, many of which are free or very inexpensive, at  http://grants.gov/help/download_software.jsp#pdf_conversion_programs.

Remember to read your agencies’ instructions carefully on their requirements for the attachment format, and follow the Grants.gov rule of not using special characters or spaces in file names.

3. NSF to Implement Responsible Conduct of Research Requirement

Excerpted from the April/May issue of NCURA Magazine

This article presents an overview of NSF's proposal of Responsible Conduct of Research (RCR) requirements for students and postdoctoral researchers. It states that effective October 1, 2009 any institution who submits funding proposals to NSF "must certify that it has a plan to provide appropriate training and oversight in the responsible and ethical conduct of research to undergraduates, graduate students and postdoctoral researchers who will be supported by NSF to conduct research." Read the complete article, on pages 26-27, at http://www.ncura.us/docs/magaprmay09.pdf.

OVPR's RCR program has begun partnering with several key departments and administrative units across the University to better understand the impact of this potential requirement and to plan a flexible, effective, and efficient means to comply with it. If you have any questions or comments on this topic, please contact Carol Foth at fothx001@umn.edu or at 612.624.1854.

4. NSF to Use FastLane Exclusively for Proposals

Effective immediately, new funding opportunities issued by the National Science Foundation (NSF) will require exclusive use of FastLane to prepare and submit proposals. In addition, NSF plans to revise existing funding opportunity documents to remove all active application packages from Grants.gov APPLY. Since most investigators already prefer to use FastLane rather than Grants.gov, Sponsored Projects Administration does not believe this will have a large impact on the University; however, it could impact individual investigators who have partially completed an NSF proposal in a Grants.gov Adobe package or who are working on a collaborative proposal with another institution who asked that the proposal be done in Grants.gov. NSF has made this change to help reduce the current burden on Grants.gov servers. NSF will continue to post information about available funding opportunities to Grants.gov FIND.

5. Funding Opportunities and Program Announcements

  • For details about Stimulus Bill funding opportunities and news, visit http://www.research.umn.edu/stimulus.html.

  • The American Heart Association's National Clinical Research Program encourages early career investigators who have appropriate and supportive mentoring relationships to engage in high quality introductory and pilot clinical studies that will guide future strategies for reducing cardiovascular disease and stroke while fostering new research in clinical and translational science, and encourages community- and population-based activities. For details, visit http://www.americanheart.org/presenter.jhtml?identifier=3065687.
    Application Deadline: July 22, 2009

  • Administration for Children and Families announces the "Strengthening Communities Fund - Nonprofit Capacity Building Program." Applications are being accepted for new cooperative agreements to experienced organizations to provide nonprofit organizations serving as project partners, with capacity building training, technical assistance, and competitive financial assistance. The focus of this program is to build the capacity of funded projects’ nonprofit partners in order to address the broad economic recovery issues present in their communities, including helping low-income individuals secure and retain employment, earn higher wages, obtain better-quality jobs, and gain greater access to state and Federal benefits and tax credits. For details, visit http://www.research.umn.edu/stimulus.html#HHS.
    Application Deadline: July 7, 2009

  • The Craft Research Fund aims to advance, expand and support scholarship in United States craft (contemporary and decorative arts). Grant funds may be used to support documentation such as images or rights to use images or text, as part of the research yet to be completed. Grants will be awarded to support research for a thesis or dissertation relating to United States craft by students enrolled in graduate programs in any accredited college or university. For details, visit http://www.craftcreativitydesign.org/research/grants.php.
    Application Deadline: July 1, 2009

  • National Institute of Neurological Disorders and Stroke (NINDS) solicits applications to maintain and enhance the PSI: Biology Knowledgebase in support of NIGMS PSI: Biology projects. The Knowledgebase will be one component of the PSI: Biology network. As a central information hub, the Knowledgebase plays a critical role in making the research of PSI: Biology widely available to other scientists and performs outreach activities to inform and solicit input from the scientific community to increase the impact of PSI: Biology. The awardee will become part of the PSI: Biology network steering committee and will work jointly with other investigators and NIH staff to manage the overall PSI: Biology initiative. This grant opportunity requires University coordination because the sponsor has limited the number of applications an institution is allowed to submit. For details on how apply for nomination at the U, visit http://www.collaborate.umn.edu/explore/UMGuidelines.cfm?oppid=228&yearid=2009.
    U of M Deadline: June 19, 2009
