1. New MDE Grants Management System, SERVS, Now in Place
SERVS is the Minnesota Department of Education's (MDE) new centralized grants management system. Users can find and apply for competitive, formula, and single source grant opportunities at this site. Access to this new system is restricted. If you are considering submitting a proposal to the MDE, Sponsored Projects Administration (SPA) recommends that users sign up now for access. One of the steps to gain access to the system requires users to download and complete a form which SPA approves and submits to MDE. 2. IRB HIPAA Reminder
As of September 1, Human Research Protection Program (HRPP) added an additional component to the continuing review process in order to meet current regulations. At continuing review, the Institutional Review Board (IRB) requires the most current version of the HIPAA Authorization forms. Please ensure the HIPAA Authorization form is submitted electronically with your consent and assent forms to avoid any delays in approval. The most current HIPAA forms can be found on the IRB at http://cflegacy.research.umn.edu/irb/guidance/hipaa/hipaaforms.cfm.
3. Suggested Research Strategies for Communities
The National Congress of American Indians Policy Research Center (NCAI PRC) has recently published two papers about research regulation policies and practices. The papers suggest research strategies communities can use to maximize benefits and minimize potential harms.
Policy and Practice Considerations describes different ways to institutionalize research regulation in communities. It reviews legal basis for tribal regulation of research, explores review board structures, discusses jurisdictional issues, and includes methods for enforcing community research review decisions.
A Guide to Reviewing Research Studies provides a detailed discussion of each stage of research review from study proposals to publications, and serves as a guide for communities to consult in the review process. The paper describes components that should be included and includes issues communities may wish to consider when reviewing.
