Guidelines for Paperless
Application Submission to SPA Effective December 1
Sponsored Projects Administration (SPA) reminds all principal
investigators (PIs) that it is accepting electronic proposals without
delivery of paper copies to SPA. For electronic applications, SPA
offers the following guidelines effective December 1:
- E-mail completed electronic applications to proposal@umn.edu
with the Proposal Routing Form (PRF) number, PI last name, and
sponsoring agency. (*** updated 10/04/07

- Fax PRFs with ink signatures to 612.624.4843.
- Grants.gov proposals require a PureEdge form (.xfd attachment)
only.
- Some nonfederal sponsors may require a signed paper copy of
the application in addition to an electronic one. Deliver the
signed paper copy to SPA for submission to the sponsor.

Grants.gov Tools and Tips
- NIH Confirms Plans for R01 February 5
Transition to Grants.gov
NIH has confirmed its February R01 transition to electronic
submission using the SF424 (R&R) form set, after a review
of available data related to electronic submission milestones.
All R01 applications in response to the February 5, 2007 receipt
date or beyond will require electronic submission to Grants.gov.
The timestamp provided by Grants.gov at the initial application
submission determines “on-time” submission. NIH has plans in place
to ensure that applicants are not penalized for system failures.
By mid-November NIH will begin posting R01 announcements including
an R01 “Parent” announcement for unsolicited, investigator-initiated

- EGMS System-to-System Update
EGMS System-to-System development work is ongoing for proposal
submission to Grants.gov. The team is gearing up to pilot the
system for the NIH February 5 deadline. Further information will
be forthcoming in the RNO and other announcements. Training opportunities
for the new EGMS System-to-System functionality will be available
soon, including a training kick off session to a group of EGMS

New Fringe Benefit Rates for FY 2007
The University of Minnesota recently signed the FY 2007 fringe
benefit rate agreement with the Department of Health and Human Services.
As a result of this rate agreement, some fringe benefit rates used
for proposal budgets will change from the rates given in the final

4. Levels
and Trends: FY 2006 Awards and Proposal Data Available
Levels and Trends is an annual report of research, training,
and public service work performed by the University of Minnesota
and funded by external sponsors. The fiscal year 2006 institutional
proposal and award data is available at http://www.oar.umn.edu/trends/index.cfm.
The 2006 expenditure data will be published in late November. For

IRB Review Process Instruction
Institutional Review Board (IRB) experts are available
to provide instruction regarding the research review processes and
requirements for the use of human subjects in research. Presentations
to large or small groups of interested students and faculty, or
research methods courses are available.
Many groups have used this service to demystify the review process
and improve the applications they submit for review. Experts are
available for social and behavioral sciences research as well as
clinical research. Some advance planning is appreciated so the content
can be tailored to your needs.

RSPP Accepting Exempt and MRCR Applications
Electronically
Research Subjects' Protection Programs (RSPP) has initiated a
new submission process to speed review of exempt and medical record
chart review applications. Applicants should submit their applications
using their University e-mail accounts. Secure electronic notification
using password protected authentications has been deemed by the
University of Minnesota to constitute a legal signature for the
researcher and advisor of student research.
The Medical Record Chart Review (MRCR) application has been developed
for researchers who plan to use medical record chart review methods
only. This new process has been especially tailored with medical
record chart review researchers in mind. The MRCR application will
provide the necessary information required by the IRB to determine
the level of review and will facilitate the review process. After
receipt and review of the MRCR application, IRB staff will determine
the level of review and contact the researcher with questions or

Academic and Corporate Relations Center: Open for Business
The University's Academic and Corporate Relations Center (ACRC)
is open for business. The new “front door” to the University offers
the business community access to resources and information through
ACRC's concierge service, relationship managers, and Web site. For

8. University's
Venture Center Launches Start-up Challenge
The University's Venture Center has launched the Start-up Challenge
seeking innovative opportunities to create a start-up business based
on University of Minnesota research. The Venture Center is part
of the Office of the Vice President for Research and works with
principal investigators to develop a business model, create a new
company, and obtain venture financing. For more information, go

The NIH Guide represents the final authority on funding
policy for the National Institutes of Health. To subscribe to the
Guide’s weekly listserv or to read it online, go

- The Consortium on Law and Values in Health, Environment
& the Life Sciences is issuing a call for proposals
addressing the broad societal implications of problems in health,
environment, or the life sciences. Awards are available for
graduate/professional students; departments, programs, or centers;
