1. New Version of NIH rDNA Guidelines

The latest version of NIH rDNA guidelines includes the current biosafety guidance for research with potentially pandemic influenza viruses, and harmonizes with the CDC/NIH Biosafety in Microbiological and Biomedical Laboratories (5th edition) and other regulatory policies. The new version provides additional guidance regarding the biosafety level containment practices, training, animal containment, and occupational health.

2. ResearchChannel Advisory Committee Requests Videos about Research

The ResearchChannel Advisory Committee is again requesting videos about University research and discovery. The ResearchChannel brings together leading research and academic institutions to share the work of their researchers with the public through video programs available via satellite and cable television and its website. Colleges, departments, and centers may submit programs at any time before the end of the academic year.

Recently featured U programs include "Adventure Learning!" produced by the College of Education and Human Development; "Great Conversations: Innovative Science," produced by the College of Continuing Education; and "Discovering Fluid Power," produced by the Center for Compact and Efficient Fluid Power.

For information on how to submit programming, visit the ResearchChannel website.

3. NIH Restructuring and Shortening Proposals Due January 25 and Later

Beginning with proposals due January 25, 2010 and later, NIH will be mandating the use of restructured and shorter application forms for new, renewal, and resubmitted competitive proposals. The new forms and Grants.Gov packages will not be made available by NIH until December 2009. SPA will notify the community when they become available. Because existing forms packages may not be used for due dates on or after January 25, 2010, investigators and their departmental staff should not download or use the existing Grants.Gov forms or PHS 398 forms for these proposals.

Major changes include the following:

  • Research Plan: Three sections of the current Research Plan (Background and Significance, Preliminary Studies/Progress Report, and Research Design and Methods) will be consolidated into a new single section within the Research Plan entitled Research Strategy, and will be limited to 12 pages plus one additional page for Specific Aims. This is a considerable reduction from the current page limits, which allows 25 pages for these sections in an R01 application. Page limits for the Research Strategy section may vary for other types of applications.

  • Resources: The Facilities and Other Resources section will be changed to require a description of how the scientific environment will contribute to the probability of success of the project, unique features of the environment, and for Early Stage Investigators, the institutional investment in the success of the investigator (e.g. resources, classes, etc.).

  • Biographical Sketch: A new Personal Statement will be incorporated, and the list of publications will be limited to a maximum of 15—chosen on the basis of recency, importance to the field, and relevance to the proposed research.
The complete details of all the changes are in NIH Guide Notice NOT-OD-09-149, Restructured Application Forms and Instructions for Submissions for FY2011.

4. SPA and Clinical Trials Class

Two offerings of  the new "SPA and Clinical Trials" class have been added to the fall SPA training roster. This class covers budget development and compliance issues for clinical trials along with a question and answer section facilitated by a knowledgeable SPA Grant Administrator.

The schedule for this class and other SPA training classes are available at http://tinyurl.com/yjsbwxl. To register, send an e-mail to ersstraining@umn.edu.

5. Funding Opportunities and Program Announcements

  • For details about Stimulus Bill funding opportunities and news, visit http://www.research.umn.edu/stimulus.html. Recent announcements include:
    • Crustal Deformation Monitoring USGS will support the replacement of outdated GPS and strainmeter equipment and facilities used to monitor and report on crustal deformation due to earthquake activity in the U.S.
      Deadline: October 20, 2009
    • Building Sustainable Community-Linked Infrastructure to Enable Health Science Research (RC4) The NIH solicits applications proposing to support the development, expansion, or reconfiguration of infrastructures needed to facilitate collaboration between academic health centers and community-based organizations for health science research.
      Deadline: December 11, 2009

  • American Cancer Society Institutional Research Grants are for assistant professors who have no independent national funding and are engaged in cancer-related research. Cancer-related research includes genetic mechanisms of cancer, molecular mechanisms of cancer progression and metastasis, development of novel cancer therapeutic models and translational research, cancer immunology and immunotherapy. Funding is available up to $30,000. Applications may be obtained by calling 612.625.2912 or e-mailing morga336@umn.edu.

  • The National Institute on Drug Abuse/NIH (NIDA) seeks applicants for SBIR Contract 121: "Rapid and Sensitive Method for Nicotine and Its Metabolites in Biological Fluids." NIDA seeks to develop a rapid, economical, easy to use, sensitive and specific test for nicotine and its major metabolites, cotinine (COT) and 3'-hydroxycotinine (3HC), which would allow for obligatory determination of the 3HC/COT ratio in biological specimens such as saliva, urine and/or plasma. For details, visit http://grants.nih.gov/grants/funding/sbir.htm.
