Office of Research Integrity
2006 Annual Report
The Office of Research Integrity (ORI) produces an annual report
on possible research misconduct, based on information gathered from
111 institutions. The 2006 report indicates that these institutions
were engaged in 73 continuing cases and 86 new cases related to
falsification, fabrication, or plagiarism. Details are available

IBC Incident Report Form
The Institutional Biosafety Committee (IBC) requires researchers
to report any accidents, or incidents (including accidental spills)
involving recombinant DNA, infectious agents, or biologically-derived
toxins. Researchers submitting the Report Form for Incidents Involving
Potentially Hazardous Biological Agents will not be subject to penalties
or protocol suspension.
The IBC is instituting this process to ensure the University of
Minnesota complies with the requirements prescribed by The NIH
Guidelines for Research Involving Recombinant DNA Molecules.
Researchers reporting incidents should complete the incident report
form (available at http://www.research.umn.edu/ibc/download/index.cfm)
and contact the IBC office at 612.626.2161 or the Biological Safety
Officer at 612.626.5892.

NSF Eliminates Statutory (1%) Cost Sharing
Requirement
Effective June 1, 2007, the National Science Foundation (NSF) has
eliminated the requirement of the statutory (1%) cost sharing requirement
relative to unsolicited proposals. As stated in their announcement,
“In accordance with prior Congressional requirements, NSF
required that each awardee share in the cost of research projects
resulting from unsolicited proposals. The appropriations providing
funds to the NSF no longer contain this language and therefore,
the statutory cost sharing requirement of 1% is eliminated.”

This is subsequent to the October 2004 decision by the National
Science Board to eliminate NSF program-specific cost sharing requirements.
Therefore, Sponsored Projects Administration (SPA) recommends that
faculty not indicate cost sharing on Line M of the NSF Proposal
Submission form. Once cost sharing is proposed on Line M, and the
proposal is accepted by the NSF as submitted, the commitment of
these cost sharing funds becomes legally binding and is subject
to audit.
However, if an NSF proposal reaches SPA with cost sharing indicated,
and the department head and dean have approved the submission by
signing on the PRF, the proposal will be submitted.
This change does not affect cost sharing commitments contained in
currently active awards.

- The Graduate School's Grant-in-Aid of Research, Artistry
and Scholarship program promotes the scholarly and artistic
activities of the faculty and their graduate students and fosters

- The Minnesota Department of Health (MDH), STD and HIV
Section, announces the availability of funds and a Request
for Proposals (RFP) for HIV Public Education and Awareness programs

- The NEH's Collaborative Research Grants
(Division of Research Programs) provide support for original
research undertaken by a team of two or more scholars or research
coordinated by an individual scholar that, because of its scope
or complexity, requires additional staff or resources beyond the
individual's salary. Awards normally range from $25,000 to
$100,000 per year for up to three years. Cost sharing is generally
