1. Tennessee Professor Indicted for Sharing Non-Public Information
John Reece Roth, professor of electrical engineering at University of Tennessee-Knoxville, was indicted on April 15, 2008, on 18 felony counts of violation of export control laws. Most counts involve the "deemed export" rule, under which communication of non-public technical information to a foreign national is "deemed" an export to the national's home country. Among other things, Professor Roth is alleged to have shared controlled information with a post-doctoral fellow from the Peoples Republic of China (PRC)
working in the University of Tennesee plasma lab; to have personally taken controlled information to China on his laptop; and to have instructed the PRC national to transmit controlled information to another PRC national via e-mail. The controlled information was contained in progress reports, final reports, and grant applications. The full article is available at http://www.oar.umn.edu/compliance_news.cfm.
2. Updating Department ID in the EGMS' Expertise Database
With the
University's conversion from the College and University Financial System
(CUFS) to
Enterprise Financial System (EFS), the old department identifier (3-digit area number) has been replaced with a new identifier (5-digit Department ID) in the Electronic Grants Management System (EGMS). This new department identifier will need to be manually updated for each user in EGMS' Expertise Database. Step by step instructions are available at http://www.research

3. New Policy for Clinical Research Principal Investigators, Effective Sept. 1
All clinical research projects requesting services from University of Minnesota Physicians and/or Fairview will be required to conform to the Clinical Research Budgeting and Billing policy (www.ahc.umn.edu/ocr/crbb/policy). PIs or delegated staff must use the new database,
Time and Study Collection System (TASCS), to delineate the services, drugs, devices, tests, and procedures rendered for clinical research. In addition, the PI (or designee) will also identify who is responsible for paying for each service, drug, device, test, or procedure. PIs or their staff will need to be trained to use the TASCS system, prior to its effective date of September 1. The training schedule and registration are available at www.ahc.umn.edu/ocr/crbb/

4. Women’s Health Research Conference
The Deborah E. Powell Center is proud to present the 5th Annual Women’s Health Research Conference on Monday, September 22, 2008 at the McNamara Alumni Center. This year’s focus is on reproductive health issues. A keynote address titled, “Environmental Influences on Reproductive Health” will be given by David Savitz, Ph. D. from Mount Sinai University. Other topics include teen pregnancy, the National Children’s Study, and toxic shock syndrome.
The Powell Center is requesting poster abstracts on any topics regarding women’s health or gender specific research across the lifespan. The deadline for submission is Monday, August 4. 5. DOD Reaffirms that Fundamental Research Results Will Be Unrestricted
The Undersecretary of Defense has issued a memorandum to the military services and defense agencies reiterating that the Department of Defense (DOD) will not restrict disclosure of basic and applied research results unless the research is classified for national security reasons or otherwise restricted by statute, regulation, or executive order. This reaffirmation should assist the University in receiving research contracts from DOD agencies without
contractual restrictions on publication or use of foreign nationals. Inclusion of such clauses in proposed contracts has occurred more frequently in recent years and has often involved protracted negotiations to obtain the removal of this language. NIH Transitions from PureEdge to Adobe Grant Application Forms
NIH announced the release of three pilot funding opportunity announcements using the Adobe form format for Grant.gov submission. NIH plans to transition all of their Grants.gov funding announcements from the current Pure Edge format to the Adobe form format by the end of 2008. - The Obesity Consortium of Minnesota supports pilot grants to conduct research related to obesity. This program combines support from the Minnesota Obesity Center, the Obesity Prevention Center, and the Center for Transdisciplinary Research on Energetics and Cancer. - The Clinical Scientist Awards in Translational Research program supports established independent physician-scientists who are dedicated to translational research—the two-way transfer between work at the laboratory bench and patient care. The program is intended to help protect award recipients’ time to pursue the vital link between basic and clinical research. Importantly, the program aims to identify and reward proven mentors and to increase their capacity to train the next generation of investigators skilled in translational research.
