New Associate VP for Research
Administration and Director of SPA
On Monday, July 9, Pamela
Webb joined the University of Minnesota as the new associate vice
president for research administration and director of Sponsored
Projects Administration (SPA), replacing Ed Wink who is retiring
at the end of the year.

Export
Controls and University Research
Researchers need to be aware of the possibility that federal export
control regulations can apply to university research. Willful violations
of these regulations can result in prison sentences and large fines.
Normally, university research is excluded from controls under the
“fundamental research” rule. However, if you are working
with company confidential information, or if your ability to publish
results is restricted (other than brief delays to assess patentability),
export controls may apply.
In addition, researchers need to be especially careful about taking
any confidential information overseas. If the information is subject
to controls, it cannot be taken overseas without a license from
the federal government. Any laptops taken out of the country should
be kept in your possession at all times.

The National Cancer Institute’s New Material
Transfer System
The National Cancer Institute's
(NCI) "Developmental Therapeutics Program Division of Cancer
Treatment and Diagnosis National Cancer in Open Chemical Repository"
has implemented its new system for material transfer of compounds
to eligible universities and non-profit research centers. If you
need to order a compound, NCI will ask you for an "Authorized
Institutional" point of contact. You may identify Duane Oyen,
grant administrator for Sponsored Projects Administration (SPA),
at doyen@umn.edu.
(You also need to submit an MTARF [Material Transfer Agreement Routing
Form] through www.egms.umn.edu.)
NCI will then e-mail a simple letter of agreement to SPA, and if
the MTARF is in place, the e-mail will be signed by SPA and returned
to the National Cancer Institute (NCI) by electronic image and your
compounds will be shipped to you, eliminating any need to handle
paper. There are now simplified procedures in place for this NCI
compound repository, ATCC, AddGene, and most confidentiality agreements.

Controlled Substance Training
The
Office of Regulatory Affairs is offering a one-hour controlled substance
training session for anyone new to using controlled substances for
research. The training session is scheduled on July 24, 2007. For

Funding Opportunities and Program Announcements
- amfAR, the Foundation for AIDS Research, announces
the availability of support for biomedical and social/behavioral
research projects that will increase our understanding of the
ways in which psychoactive drug use and/or mental health issues
might influence HIV transmission and acquisition, with the ultimate
goal of developing new HIV prevention strategies. For details,

- The College of Liberal Arts' Scholarly Events Fund
offers assistance to help defray the costs of scholarly events
organized by CLA faculty, or in which faculty play a major role,
especially when such events promise to make known to the broader
community the strengths of the scholarly activities of the college.

- Minnesota Futures Grant Program
The Office of the Vice President for Research is pleased to announce
a new grant program designed to identify research questions of
current significance to multiple disciplines. Modeled after the
“Keck Futures Initiative,” the Minnesota Futures Grant Program
will encourage University of Minnesota faculty to create new collaborative
connections through symposia and act upon those ideas through
interdisciplinary research awards. Awards up to $250,000 will
be granted. Details of the program, eligibility, evaluation criteria,
