1. Minnesota Futures Grant Program

In order to help propel research and scholarship beyond the ordinary, the OVPR is pleased to announce the second year of the Minnesota Futures Grant Program. The program, an internal funding opportunity offered by the OVPR, is specifically designed to foster new pathways of interdisciplinary research. Three awards, providing up to $25,000 each to support a symposium, will be offered during Phase 1 of the program. For details, go to http://www.research.umn.edu/opportunities/intramural/MNFutures.html.

2. eSNAP Proposal Processing System Initiated

Sponsored Projects Administration (SPA) recently enabled an electronic system for submission of “SNAP-eligible” NIH non-competing continuation applications (progress reports). This system, known as eSNAP (Electronic Streamlined Non-Competing Award Process), is accessed through eRA Commons and provides grantees with a streamlined process through the use of an electronic version of the PHS2590 Progress Report. Submission via eSNAP not only facilitates completion of the progress report via a web-enabled interface, but also extends the deadline for its submission by two weeks (e.g., from May 1 to Mary 15.) This means that NIH progress reports submitted via the eSNAP process are due 45 days prior to the start of the next budget period rather than the 60 days required under the paper process.

eSNAP Progress Reports should be submitted to SPA at least 24 hours prior to the deadline (more time is appreciated). As with most applications, materials required to process the proposal include a fully signed/routed Proposal Routing Forms (PRF). A detailed budget is also required, as this is needed to set up the budget when the award arrives. The budget may be prepared in EGMS. The proposal itself need not be forwarded to SPA, since SPA staff can access it in eRA Commons. When the application is ready for SPA review/submission, the PI/department should:

  • E-mail a notice to proposal@umn.edu with the Proposal Routing Form (PRF) number, PI last name, and proposal type (NIH-eSNAP) in the subject line.

  • Fax PRFs with ink signatures and/or budgets not completed in EGMS to 612.624.4843.

Please note, not all NIH continuation proposals (progress reports) may be submitted via eSNAP. To determine whether your award is SNAP-eligible, review the NIH Award Notice, NOGA, or contact your SPA Grants Administrator. The use of eSNAP is voluntary, but paper submissions are still due at NIH 60 days in advance of the budget period start date. For more detailed information on training, go to http://www.ospa.umn.edu/GrantGov/eSNAP.htm.

3. Latest Updates on NIH Public Access Policy

The NIH Public Access Policy is now in effect. Manuscripts arising from NIH-funded research must be submitted to NIH’s PubMed Central repository upon acceptance for publication, and made available to the public within 12 months. A wealth of information to assist authors in complying with the new policy is available at http://www.lib.umn.edu/scholcom/NIHaccess.phtml. New on the Web site is a letter from Vice President Mulcahy that authors may download and submit to their publishers to assist them in reserving the necessary rights to meet their NIH obligations. This letter is available at

http://www.lib.umn.edu/scholcom/umn-ovpr.pdf.

4. NIH Guide for Grants and Contracts

The NIH Guide is the official publication for NIH medical and behavioral research grant policies, guidelines and funding opportunities for the National Institutes of Health. To subscribe to the Guide’s weekly listserv or to read it online, go to http://grants.nih.gov/grants/guide/. The following institute(s)/center(s) have grant opportunities in the current Guide: FDA, NIGMS, NHLBI, NCMHHD, NIMH. Other information includes: NIH Announces the Posting of Updated Frequently Asked Questions (FAQs) on Financial Conflict of Interest Requirements for All NIH-Supported Institutions.
